Board of Directors

CHBA is governed by a Board of Directors which support and direct its nonprofit goals. Board members bring a broad range of expertise and several are leaders in the affordable housing and development industry.

Peter Barker – Director – Mr. Barker joined the CHBA board in 2007. He is the President and Chief Executive Officer of Barker Management Incorporated, a regional property firm specializing in managing affordable housing communities financed with HUD, LIHTC, tax-exempt bond and other affordable financing sources. Mr. Barker has extensive experience in financial consulting, development, and management of affordable housing, including tax credit and bond-financed housing. He is a graduate of the University of California, Los Angeles  and currently serves as a Director on the board of Shelter Partnership.

Vicki Clark – Director – Ms. Clark joined the CHBA Board in 2007. She is a founding member of Western Seniors Housing, Inc., a property management company specializing in the management of senior affordable housing communities financed with LIHTC’s or tax-exempt bond financing.  Previously, Ms. Clark served as President of Vintage Senior Living, Inc., and Division President at ARV Assisted Living, Inc. (“ARV”) whose affordable housing division developed and managed twenty two affordable apartment communities, comprising approximately 2,500 units, the majority of which were financed with LIHTC’s. She also served in several property management capacities at Calmark Realty Management, an owner and developer of senior apartment communities. Ms. Clark currently is the Chairman of the Board for CALA, and is a founding board member of EngAGE, a nonprofit whose mission is to provide life enhancements service to low income seniors.

Kent Davis – Director – Mr. Davis joined the CHBA board in 2013. He currently serves as the President of LOMCO, an owner and manager of senior affordable housing, and previously was the Director of the Municipal Securities Division, Affordable Housing Group at Citigroup Global Capital Markets. Mr. Davis holds a Master’s of Business Administration from Peter F. Drucker School of Management at Claremont Graduate University and a Bachelor’s degree in communications from Sacramento State University.

Aaron Wooler – Director – Mr. Wooler joined the CHBA board in 2019.  He is a Managing Director in the Affordable Housing Debt unit at Hunt Mortgage Group based in the firm’s Arcadia, California office.  Mr. Wooler focuses on sourcing and originating affordable and workforce housing loans throughout the west coast. Through Hunt’s lending platform, Mr. Wooler helps clients secure Fannie, Freddie and FHA financing to construct, refinance and recapitalize multifamily projects throughout the United States. Mr. Wooler joined Hunt Mortgage Group from Century Housing Corporation, Inc. where he spent 15 years as a Senior Vice President. There he grew their lending platform to be one of the Top 25 National Affordable Housing Lenders according to Affordable Housing Finance magazine.
